Citadel was a soldier that was grafted adamantium skin from the Canadian Government and dubbed Weapon Y. Citadel and his men would hold the Governor General of Canada captive and come into conflict with Wolverine, Snowbird, Aurora and Shaman. Citadel resurfaces years later as a member of Alpha Strike.
