A DC one-shot spinning out of New History of the DC Universe by Mark Waid, marking the return of the Milestone heroes to the main DCU. Written by Joseph Illidge, Stephanie Williams, Morgan Hampton, and Nikolas Draper-Ivey, with art by Edwin Galmon, Valentine De Landro, Carlo Pagulayan, and Fico Ossio.

Set during the presidency of Lex Luthor, the issue recounts an unrevealed chapter in DC history in which a mysterious murder pushes the United States government into open conflict with the heroes of Dakota City. Static, Icon, Rocket, Hardware, and the rest are forced to decide what they will give up to defend their neighborhood and the people they love.
