Romano Scarpa created Jubal Pomp for Topolino #272 in February 1961 under the Italian name Filo Sganga. A would-be tycoon who wants to be Scrooge McDuck, he builds schemes nobody asked for and watches them collapse. He often teams with Brigitta MacBridge against Scrooge.
