C. C. Beck created Captain Tootsie in 1943 as an advertising superhero promoting Tootsie Rolls and Tootsie Pops, running in comic-strip ads through the mid-1950s. A Tootsie Roll gives him a burst of energy, and he leads boy sidekicks called the Secret Legion. Toby gave him a two-issue comic in 1950.
