Richard Hertz is a low-rent criminal outfitted by the crime syndicate known as the 1,000 with a bulky powered exoskeleton that amplifies his strength and projects a mace and shield of pure energy. First appearing as an enemy of Booster Gold, the dim but dangerous Blackguard later served a stint in the Suicide Squad. He debuted in Booster Gold #1 (1986).
