Arnold Wesker is the Ventriloquist, a Batman villain who runs Gotham rackets through Scarface, a gangster dummy carved in the image of Al Capone. The soft-spoken Wesker defers to the puppet, which berates him and calls the shots. Alan Grant, John Wagner and Norm Breyfogle created them in 1988.
