Jarvis Skibo

Skibo is a white collar crook who stole 1/2 million in bonds, and the Scarecrow "scared" him to the point of returning them. Of course the return of the bonds made Bruce Wayne/Batman suspicious and led him back to Scarecrow. A one shot character who appeared in a Batman story in the pre-Crisis universe.
