With Overlord gone, dozens of super-villains across Chicago scramble violently for control of the Vicious Circle, throwing the city into chaos. Dragon, still recovering from a shattered skeleton, is found by a cab driver named Chester. Freak Force and other heroes work to contain the outbreak while escaped killer Mako sets his sights on Dragon's allies. She-Dragon, meanwhile, is drawn deeper into the Vicious Circle's dangerous succession crisis.
