With the Kingpin's grip on New York's underworld broken, the elderly Don Fortunato has returned to the city to reclaim the power he once held, operating behind a sophisticated front protected by cloaked advanced weaponry. Ben Urich and Peter Parker infiltrate a mob meeting at an abandoned theater where Hammerhead makes his position clear: anyone doing business in Manhattan pays tribute to him.
