Description
Don Fortunato moves to cement his grip on New York's criminal underworld by convening a summit of the city's most powerful crime bosses, including Hammerhead, Tombstone, Silvermane, Slug, Caesar Cicero, and General Nguyen Ngoc Coy, with HYDRA providing the muscle behind his new order. Spider-Man and Ben Reilly work to understand what is being consolidated before it can be fully executed. Written by Howard Mackie, art by John Romita Jr.
